can what happen? - the tree landing on the middle of the road (there are no signs of storm, etc uprooting the tree.. the roots have no earth on it ) or the little boy having this insight that the tree can actually be pushed? (to some place where it wont block any street)

Hope you know about Times India Lead competition. Search for it. I think the video is a promotional ad for the same.
It can happen, but there is a huge difference between any advertising and the real world scenario. I think the ad is more idealized version. Though I know that there are instances where people come together, for example accidents or natural calamities. But that’s whole different thing. In that case it’s easy to feel a sense of responsibility while in the case of a tree it’s not easy.
